Its’ primary beneficiaries are Chol, Tzeltal, Tzotzil, Tojolabal communities. The same principle applies to the education reform that is taking placing in China. Chinese government has been advocating for education reform since 1980s along with the economic reform. It is crucial and beneficial for reform advocator to know the course of history and the significant policies that shape the culture and environment norm around their practice in order for them to know their place in time and to advance. This paper will provide an overview of historical context for the education reform in China. It will highlight the two significant policies that drive the education reform since the 1980s and the discrepancy between these policies and teacher practice base on relevant literature review.
